Modelo de actuación urbana en casco histórico. Rehabilitación de la plaza de la balsa vieja, Totana, Murcia

Abstract

En las ciudades siempre aparecen zonas que con el transcurso del tiempo se quedan obsoletas. Su recuperación muchas veces depende de que se realicen intervenciones puntuales en lugares estratégicos, pudiendo ser la semilla para iniciar la revitalización de un barrio o una localidad. Para conseguir estas actuaciones debemos aunar en la recuperación de los espacios sin la resiliencia necesaria para adaptarse a los cambios del tejido urbano, el espíritu sostenible imprescindible para su supervivencia con el carácter que debe identificar el lugar. Combinando estos dos factores podremos recuperar no solo un espacio público sino la ciudad. “Las ciudades son un inmenso laboratorio de ensayo y error, fracaso y éxito, para la construcción y el diseño urbano. El urbanismo tenía que haber utilizado este laboratorio para aprender, formular y probar teorías.” (JACOBS, 1967). Lograr la sostenibilidad urbana es un objetivo en sí mismo, y a su vez una herramienta muy valiosa como estrategia dinamizadora para la recuperación de espacios públicos deteriorados. Todas las facetas de la sostenibilidad son de vital importancia para conseguir un entorno con sensibilidades generadoras de la creatividad y dinamismo, reactivando el tejido urbano:  Mejorando la Sostenibilidad Ambiental, conseguimos equilibrar el territorio y moderar el uso de recursos, incrementando la calidad de vida en términos de salud, confort y bienestar para todos los ciudadanos.  Con la Sostenibilidad Económica, podemos lograr el aprovechamiento máximo de los recursos locales, optimizando los consumos asociados al traslado innecesario de recursos, generando atracción mediante la creación de un foco de actividad.  La Sostenibilidad Social fomenta la cohesión entre los distintos grupos poblacionales, mejorando la implicación ciudadana en todos los aspectos de la ciudad. Al recuperar entornos dañados utilizamos estas dos herramientas proyectuales, Sostenibilidad e Identidad, con el objeto de garantizar la utilidad de la actuación y su integración en el lugar, remodelando el espacio público para que responda a las necesidades presentes y futuras de los ciudadanos. Permitiendo que los habitantes de la ciudad se reconozcan en el lugar. “La variedad de tejidos urbanos y la diferenciación física de la trama urbana facilita la legibilidad de la ciudad por parte de los ciudadanos y posibilita la recreación de esquemas emocionales entorno al espacio físico próximo. Precisamente por ello es tan difícil la definición técnica de un barrio y, sin embargo, “la gente sabe cuando está en su barrio y cuando esta fuera de él” (Morris y Hess, 1975)” (HERNÁNDEZ, 1997).

In cities there are always areas that over time remain obsolete. To achieve these actions we must join in the recovery of spaces without resilience needed to adapt to changes in the urban fabric, the sustainable spirit essential for its survival with the character that must identify the place. By combining these two factors we can recover not only a public space but also the city. Achieving urban sustainability is an objective in itself, and at the same time a very valuable as a dynamic strategy for the recovery of public spaces deteriorated. All facets of sustainability are of vital importance to achieve an environment with sensibilities generating creativity and dynamism, reactivating the urban fabric:  Improving Environmental Sustainability, we managed to balance the territory and moderate the use of resources, increasing the quality of life in terms of health, comfort and welfare for all citizens.  With Economic Sustainability, we can achieve the maximum use of the local resources, optimizing the consumption associated with the unnecessary transfer of resources, generating attraction by creating a focus of activity.  Social Sustainability fosters cohesion among different population groups, improving citizen involvement in all aspects of the city. When recovering damaged environments we use these two project tools, Sustainability and Identity, in order to guarantee the usefulness of the action and its integration in the place, remodeling the public space so that it responds to present and future needs of citizens. Allowing the inhabitants of the city ​​are recognized in the place.
